Libraries and other facilities that offer a range of activities and services which are designed to meet the information and learning needs of patrons and to facilitate their enjoyment of library resources. Included are reference services, programs which introduce and encourage reading, services which enable people who cannot access the facility to utilize library resources and special collections which provide access to a broad spectrum of general and specialized book and nonbook material as well as reading material in alternative formats.

Programs that utilize a wide variety of materials including pamphlets and other literature, media presentations, speakers, workshops, directories, newsletters and outreach and prevention programs to make the public aware of the human service needs of the community, the resources that are available to meet those needs, and the issues which are relevant to specific social problems and the measures that have been proposed for their solution.

Programs that provide people with visual impairments or other disabilities that limit their ability to read print material with access to recorded tapes, readings from current popular publications or a volunteer who reads for them. Included are radio reading services which offer programming that features highlights from national newspapers, articles from periodicals, or novels and other special interest reading material; telephone reading services which provide access to prerecorded material via touch-tone telephone; and programs that arrange for a call or visit by a volunteer reader.

Organizations or offices that are responsible for intercepting rumors and officially confirming their truth or falsity.

Programs that are responsible for collecting, tabulating, presenting and analyzing statistics which relate to the activities of agencies, businesses and other organizations that are part of a particular service sector or industry. Sector categories group similar types of organizations based on what they do, e.g., the types of services they provide, the raw materials they process or the products they manufacture. Statistical reports may be national, state or local in scope.
