Included are individuals (such as amateur radio or CB operators) and organizations (such as Amateur Radio Emergency Service) that provide alternative communications channels following a major disaster or large-scale emergency that disrupts the normal functioning of a community.

Emergency Pharmacies

Temporary facilities that are established in areas that have been devastated by a major disaster or large-scale emergency to dispense insulin, heart medication and other critically needed prescription drugs that disaster victims are unable to obtain by normal means.

Post Disaster Mortality Management

Programs that are responsible for the collection, identification, storage and release or other disposition of human remains in a mass casualty situation following a major disaster or large-scale emergency that disrupts the normal functioning of a community.
